The WHO’s record in helping contain the transmission of viruses, many of zoonotic origins, that have created global public emergencies over the last two decades and that are quite likely poised to become even more critical in the decades ahead is rather more mixed.  It may be that the organization was created with the intention of liberating the world from those diseases that had long been the scourge of humankind and whose very name evoked dread:  typhoid, malaria, yellow fever, and especially cholera and smallpox.  No one by the second half of the 20th century was quite thinking of the “plague”, even if the outbreak of pneumonic plague in Surat in 1994 (with bubonic plague discovered in three villages in Maharashtra), was a grimly reminder that this ancient pestilence had by no means disappeared.  The incidence of death from the plague in Surat was only 56, and it was soon relegated to the background as an anomaly, as something that was merely an unpleasant reminder of “medieval times” in a modern age that had purportedly moved beyond such calamities.

The World Health Organization (WHO), which is today the face of international cooperation, or what remains of it, has kicked off yet another controversy as it seeks to lead the world out of the coronavirus pandemic.  On June 5, nearly two to three months after public health authorities in most countries had directed people to start wearing masks, the WHO’s embattled Director-General, Dr. Tedros Adhanom Ghebreyesus, announced at a press conference that the organization recommended that people living in areas experiencing “widespread transmission” of COVID-19 adopt a face covering.  That it took the WHO this long to issue such a note of guidance controverts the Continue reading

Inverted Relationships:  Humans and Dogs in the Times of Coronavirus Anxiety

Around a month ago, when schools, colleges, and universities began to transition to online learning, and the first edicts for the closure of museums, restaurants, and other public places were put into effect, some pet owners began to ponder whether social distancing also required them to keep their pets at arm’s length. Though COVID-19 is of zoonotic origins, having, most likely, been transmitted from a coronavirus-infected horseshoe bat to humans via another animal—the pangolin has been mentioned as the most likely host—the present strain of the coronavirus did not at first appear to transmit from humans to dogs, cats, and other domestic animals. In late February, however, a 17-year old Pomeranian, whose owner had been infected, also tested positive for the coronavirus and passed away in mid-March, though the exact cause of its death is Continue reading

Remote Learning and Social Distancing:  The Political Economy and Politics of Corona Pedagogy

The advent of COVID-19, or a novel coronavirus, has, it appears, virtually overnight altered the nature of university instruction and student learning.  Throughout the months of January and February 2020, while the virus created havoc in China before turning Italy into the new epicenter, life proceeded on American university campuses without any real thought to what was transpiring in that ‘distant’ country. By January 25, a cordon sanitaire had been placed around the entire province of Hubei Province, which with a population of 60 million has as many people as Italy, but this did not leave any real impression on Americans nor on universities.  As late as February 20, Italy had reported Continue reading

The Coronavirus, the Enemy, and Nationalism

The novel coronavirus, also known as COVID-19, has been making its way across the world, conquering one territory after another, since it first emerged in China around three months ago.  There are now 185 countries where the virus has taken hold, and most of them, barring a few that took early and concerted measures to mitigate it, are finding it difficult to restrain the advance of the virus within their territories.  Much like a world conqueror, the virus respects no borders, recognizes no nation-states, and cares not an iota for sovereignty.  This may be one reason why the leaders of many countries, and even Donald J. Trump, an open exponent of the idea ‘America First’, have declared that the wholly unprecedented situation created by the virus concerns all humankind.  “Let’s look out for each other,” the WHO’s Director-General said in pronouncing the virus a pandemic, “because we’re in this together, to do the right things with calm and protect the citizens of the world.” Musicians, actors, and major public figures are all part of the choir reassuring the world that “we are all in this together”.

The Singular and Sinister Exceptionality of the Coronavirus (COVID-19)

The social, economic, and political turmoil around the COVID-19 or coronavirus pandemic presently sweeping the world is unprecedented in modern history or, more precisely, in the last one hundred years.  Before we can even begin to understand its manifold and still unraveling ramifications, many of which are bound to leave their imprint for the foreseeable future, it is necessary to grasp the fact that there is nothing quite akin to it in the experience of any living person.   Fewer than 5500 people have died so far, and of these just under 3100 in the Hubei province of China.  There have been hundreds, perhaps a few thousand, wars, genocides, civil conflicts, insurrections, epidemics, droughts, earthquakes, and other ‘natural disasters’ that have produced far higher mortality figures.  About 40 million people are estimated to have died in World War I; in the Second World War, something like 100 million people may have been killed, including military personnel, civilians, as well as those civilians who perished from war-induced hunger, famine, and starvation. Weighed in the larger scheme of things, the present mortality figures from COVID-19 barely deserve mention.  And, yet, it is possible to argue that what is presently being witnessed as the world responds to the COVID-19 is singular, distinct, and altogether novel in our experience of the last one hundred years.

Global Warming and co2 Emissions–in the Here and Now, and in the Past

Part II of “The Politics of ‘Climate Emergency'”

The periodic reports of the Intergovernmental Panel on Climate Change (IPCC), the UN body charged with assessing the science related to climate change, and the World Meteorological (WMO), a specialized agency of the UN which monitors changes in weather and climate and assesses the behavior of the Earth’s atmosphere, have charted the impending disaster in increasingly ominous language. Extreme climate events, far in excess of the occasional hurricane or drought that made it to the world news twenty years ago, have been aplenty: raging fires in Australia and the United States; record flooding in Europe, Africa, and Kerala; droughts in Argentina, Uruguay, and Afghanistan; and heat waves in London, Paris, and, to add a new gloss to the idea of the surreal, Greenland.  The scenes of devastation are writ large in the language of apocalypse.  “Australia’s hellish fire season has eased,” states a recent article in the New York Times, “but its people are facing more than a single crisis.”  The word “hellish” alerts us to the extraordinarily trying times that Australians have already experienced and will doubtless have to go through before their ordeal is over—if it is over:  the cycle of “drought, fire, deluge” is repeated with intensifying effect.
